Title: Fishery Social Scientist

The South Atlantic Fishery Management Council,headquartered in Charleston, S.C., is responsible for theconservation and management of fish stocks within thefederal 200-mile limit of the Atlantic off the coasts ofNorth Carolina, South Carolina, Georgia and east Floridato Key West. The Council is responsible for Coastal Migratory Pelagics from New York to Florida and for Dolphin/Wahoo, from Maine to Florida.
The Fishery Social Scientist is responsible for all aspects of social analysis for the South Atlantic Fishery Management Council as it relates to managing fisheries stocks through fishery management plans.
Primary Duties and Responsibilities:
Incumbent conducts social impact assessments, fishery impact statements, and assists with analyses of socio-economic data related to fishery management actions and development of appropriate documents, including fishery management plans/amendments and environmental impact statements. Incumbent is expected to present analyses to various groups (e.g., fishermen, scientists, advisory panels, and Council members). Compiles and analyzes social, anthropological, socio-economic, and other data.
Actively participates with Advisory Panels and the Scientific and Statistical Committee in the presentation and defense of the plan/amendment to ensure thorough discussion and review of the social aspects as appropriate for each group. Responsible for plan coordinator duties on some fishery management plans. Requires ability to work with other Interdisciplinary Plan Team (IPT) members including coordinating efforts, leading IPT meetings, putting together plan amendments, reviewing documents, holding public hearings, and preparing documents for sending to the U.S. Secretary of Commerce for formal review.
Duties require travel of varied frequency, duration, and destinations.
Knowledge, Abilities, and Skills Required:
A Master’s Degree from an accredited college or university with major study in sociology, anthropology, or closely related field and 5 years of experience or a Ph.D. in the referenced fields of study. Demonstrated quantitative methods/analyses and technical writing skills are required. Familiarity with MS Office software, statistical analysis software, and Social Impact Assessment models is required. Incumbent must have the ability to communicate with fishermen, scientific personnel, and Council members concerning all social/anthropological aspects of plan/amendment development, review, and implementation. Working experience with management programs (e.g., Magnuson-Stevens Act) and familiarity with fishing communities in the South Atlantic is preferred.

Supervision Received:
Works under the general supervision of the Deputy Executive Director for Management who makesassignments in terms of broadly defined missions orprojects. Incumbent is responsible for planning,designing, and carrying out projects or studiesindependently or in cooperation with other Council and NMFS staff, as appropriate.
Starting Salary Range: (ZP III 01-02) $59,246 – $84,967 per year, negotiable, based on degree and experience.
